[ solved ] - Block comments not showed for non admin users, and action menu too

After I upgrade my version, block comments not shows for non admin users

How I can solved that?

I also refactored the profiles, however they got permission from the comments

Same user can see all comments with a Menu - Tools - Comments, but not see in registry ...

All itens in action menu, not showed too

You think I remove system cache at smarty_c itens could be solved that issue?

I cleaned cache, but not solved yet

in business actions, selected all itens and mark check box - For all Users
