Exists this global variable but not implemented right?

And you plan created a global variable for Internal Mail Composer, too?

I wish setting thats variable for all user, and I wish user cannot change this.

There is road map for this?

This is currently not easy to do, you would need to modify some code or set a trigger in your mysql.
It is on our road map: a full redefinition of the user module, both internally to eliminate some bottlenecks as in the interface to make it easier to manage installs with many users.
