I do not think it's a good idea, by default, all users can change the system menu

I've blocked this in all user profiles, but this is laborious

Well this is the line we are going down, access to almost all settings options will be profile based, so maybe we can create a way to mass-edit profile access on a module....

or only set in fresh install not allowed ..

o think is more easy set allowed manually only for profile will be permitted
