how I can include pt_br in this pick list ? ( see attached image )

In the modules/evvtgendoc/ directory you will find three files

commands_en.php, commands_es.php and commands_it.php

copy one of those to

commands_pt.php

translate it and you should be able to create templates using your language and the option should appear in the picklist.
