How can I allow a user to set any record to any user?

I wish, a user, same hierarchy level, to set your registry to any user.

I think in vTiger this permission is set in profile, at least version.

How can i set this in coreBOS?

If you can put this user at the top of the hierarchy or your module is public the user will be able to assign to all.

If that cannot be done, you can set the Application_Permit_Assign_SameRole or Application_Permit_Assign_Up global variables for that user.
