Open a ticket only for active clients

I have the situation

I wish user only can created a support ticket, for clients with no pending invoices

I need

1) Fixed "assigned to"  field,  only for account
2) listing when pop up is open, only account with a service contracts active and no pending invoices

How I can do that?
