Suggest - Maintenance Mode

Sometimes, we need block all access in system for maintenance mode.

I suggest, admin can put all system in "Maintenance Mode", when users can no login in system ( only admin ).

If you try to access, will received a Message "System in Maintenance Mode, please wait".

Announcements are now a Global Variable.

There little issue, progress bar, is shown in wrong position, when system displays a announcement

In blog you says this already implemented thru execute a file /build/HelperScripts/togglemaintenance.php

But not in github yet, right?

Ah ok

How I can execute this?

Because if I tried directly in URL system not allowed ( security issue )

at line command php -F togglemaintenance.php ( not return anything ) ...
