Report Module - Export Tools- pdf, excel, csv

How can i place the export tools to other users.
i can see it only to administrator

only if when i allow the user as admin, that Export Tools- pdf, excel, csv shows up.
if not admin, it doesn't show.
what could be the error?

A report is just a fancy export, so the permissions are managed in the profile export options. Edit the user's profile and activate the export option.
