[ solved ] Public filter without admin aproved

If user created a new filter, basead in another filter already in system, and already approved, system not ask ( for this newer filter ) for aproved

In other words, system get a approved from older filter ...

For simulate

Created a new filter with public
Set a public filter
Aproved this filter with admin user

Click in edit filter, change anything, and click in New
New filter is saved and already aproved with a public filter
